SABS is a mandatory product certification in South Africa. Products in the controlled list should show SABS Certificate when being exported to South Africa.
There are approx. 70 mandatory standards in South Africa mainly related to electrical and electronic equipment and components, motor vehicles and their spare parts and food. Product certification in regards electrical and electronic products are mainly divided into two, Safety and EMC certification. Importer or manufacturer should obtain Letter of Authority (LOA) and Certificate of Conformity (CoC) before putting Electrical and Electronic Equipment and its main component into South African market.
- Five Mandatory Controlled Products:
- Household and similar products;
- Information technology products;
- Electronic entertainment equipment;
- Hand-held electric tools;
- Wire and cable.
Unlike most national certification mark, only certificates for customs clearance purpose are provided to NRCS LOA & SABS CoC applicants. No logo is provided for labelling on certified products. Manufacturers that require product labelling for the purpose to enhance product competitiveness and gain customer confidence can apply for SABS Mark Certification。
SABS Mark Certification is a South African voluntary certification. The logo to be labelled should be in consistent with the logo in the certificate. The type of logo differs in accordance to the type of product applied.
The National Regulatory Compulsory Specifications (NRCS) is established in terms of National Regulatory for Compulsory Specifications Act, No 5 of 2008.
Compulsory specifications are technical regulations that require conformity of a product or service to health, safety or environmental protection requirements of a standard, or specific provisions of a standard. The LOA is administered by the NRCS.
What is a LOA’s
LOA is required by all manufacturers and importers of products before to the importation or sale of the products. The LOA will only be issued after the successful evaluation of the proof of compliance is submitted. A memorandum of agreement between SARS (Customs and Excise) and SABS also ensures strict import control – no importer will be granted market entry into South Africa for products that fall under the scope of the relevant compulsory specifications unless they are in possession of an original and valid LOA for the specific products. The Customs and Excise official will also verify the physical LOA’s produced with the LOA database that SARS has real-time access to.
LOA Application Requirements
- Entity registration on the NRCS portal
- Safety report tested to the relevant SANS or IEC standard not older than three years for new applications and not older than five years for renewal applications
- Pictures of the South African compliant plug. If not provided in the test reports.
